Lots of speculation?

Seems like it supports DDR4 up to 2400mhz, but then theres the bio start list and the skill kit that says compatible (3600mhz) but will it just clock it slower?

The system has a stock memory frequency. For example, DDR4 memory speed for Intel systems is 2133Mhz. Anything faster is an over clock.

All memory will run at stock speed. You pay extra for the memory that is capable of the advertised overclock.

ram is more of a mobo thing, some mobo will support 3600 mhz ram.

RAM speed is just as much a CPU thing as it is a motherboard thing.  If a CPU's IMC can't handle a certain speed, it doesn't matter how high of RAM that a motherboard supports, it simply won't work any faster than the IMC will allow.  :D

i know a guy with 3000mhz ddr4 ram on his 7700k.

No kidding.  The IMC still dictates how fast the memory will go.  You can buy 4000 MHz memory for a Haswell-E chip, but it will not run at 4000 MHz.  3200 MHz is about all you can get out of a Haswell-E IMC, but that is a lot faster than the 2133 MHz that it's rated for.

I don't even understand why you provided that example.  What it's rated at and what it will do are two different things.
