Hard to be unsafe with stock voltages, but what you don't want is a machine that seems stable, but makes mistakes. You can very quickly end up with a machine that corrupts data and writes it back to disc. My quick research a few days ago says that 1.5v is the max safe voltage for the FX chips, but I have a 6300 at 4.8, at just over 1.45v.
I'd guess that a 4300, having less cores, will require a lower voltage to get the same overclock assuming you got good silicon.
