The second one is great, simply because the colourscheme looks kind of nice! White gpu with a white case (imagine putting a white motherboard in as well). Plug some RGB LED strips in, if your are into this stuff and enjoy the case perfectly matching the corresponding light colour, due to white colour reflecting the LED's light. Apart from that, both builds are almost identical in terms of chipsets. CPU and GPU are both pretty great (same chipset on both builds as I mentioned before), From this, I gather the impression, that these builds are primarily two different aesthetics. In terms of noise, both fan models spin at about 18-19 dB, so this is also more about the overall look. On another note, I would consider checking out the corsair closed loop coolers, because they were covered by a waranty last time i checked, which obligates corsair to replace any part of your pc in case of leakage, though I don't know if they have changed their warranty policy since then..   The only unsettling component is the power supply chosen for both builds, due to the fact that the company is completely unknown to me, but aside from that, it is a decent build.

If I may, here are some suggestions, which could maybe help you in making the build a little cleaner in terms of colour scheme.
