Video Card Weirdness

Not entirely sure what is going on but today after my PC froze (most likely insufficient voltage) I switched it back on and found that the link width was 2x, restarting the PC didn't solve it so removed the video card and re-installed it now I'm back to 16x. My specs are in my sig.

 

Not the first time this has happened, I don't think anything is failing because I have noticed no difference in performance (apart from reduced bandwidth), last week after a freeze it went down to 1x but I initially didn't know until I tried to play BeamNG.

 

One of my GTX 660s and the 650 Ti have done this before so any input would be appreciated.
