I need a new PC for development purpose. As an amateur photographer i would like to use photoshop and premier. NOT A Gaming PC.

First my choice is AMD A8-7600 since its single core performance is lower than i3 i had a bit of confusion. Since i am not interesetd in an additional graphics card, i would like to go for APU.

At a budget is aroung 25k INR. Generally i refer https://www.amazon.in and https://www.flipkart.com/ Newegg is availabale her but the duty and shipping cost is too high.

My first choice is

AMD A8-7600

Gigabyte G1.sniper a88x

almost all of intels lineup have integrated graphics so you wouldn't have a problem going with intel without a dedicated gpu. i would suggest going intel as most of amds current apus are quite crap when it comes to single threaded performance.

SO, i'm considering you have all the remaining pars required. You didn't specify ram, psu, cpu cooler, and a cabinet to mount them all and a monitor. You may have to expand your budget a little over to 30K INR.

CPU: Intel Core i5-6600K, Motherboard: MSI Z170A GAMING M5, RAM: G.Skill DDR4 2 x 8GB GPU: MSI GTX 1070 Gaming X, Case: Cooler Master MasterCase 5

Storage: WD Blue 1TB, Samsund 850 EVO 250 GB, PSU: Corsair RM 750X, Display(s): BenQ BL2710PT: Cooling: Thermalright True Spirit 140 Power

Mouse: Gamdias DEMETER II- 3200DPI Gaming Mouse, Operating System: Windows 8.1

I do have a 1TB WD green HDD, Not planning to have a cpu cooler and not concerned about cabinet(some cheap cabinet is enough like zebronics). Am more concentrating on Processor,RAM, MOBO, PSU and if possible SSD(Possible a samsung EVO750)

I'm no expert but using photoshop and premiere would heat up the CPU, Using it without cpu cooler is not recommended. A bronze rated 550w/500w would sufffice for your build I think.

That's not a problem. Am planning to have corsair /cooler master PSU. Basically am not concerned about aesthetics.

The only thing am confused in the list is the motherboard as H110 had lower bus speed.
