GPU Pegged 100%

I cannot figure out what is causing this. FPS jumps from 80/90-10/20 every other second, GPU is pegged at 100% even in menus, unless you run the game in exclusive full screen and load is still higher than usual, but at least its playable. the cards isn't running hot or anything clock speed is 1311 and never drops.

I've tried repairing the game, updating driver, DDU uninstall/reinstall drivers/, windows update(no update installed in 4 days)

your cpu depending on the game, most games are single core focused.

thats not the point the cpu is fine, the gpu is at 100% the entire time any game is running even if its jus the main menu, doesn't matter what it is, if it uses direct x it fucks up.
