cpu & ram doesn't work at full speed

"problem" fixed .. I updated my BIOS to the first version F1 from F4.

it's less than 10 mhz, It's not something you should really worry about.  Also, reading the ram value: its double data rate ram so you're getting 1596, which is pretty close to 1600mhz.  Also, your computer is at idle, most cpu's down clock because of power saving features.  mine drops to 1.4 ghz at idle.

I'd trust CPU-Z over the task manager for CPU clock.  I really wouldn't worry about 9mhz (you shouldn't even be worried about the 70 mhz you're supposedly missing).
