Media Encoder + Gtx 1070

Hello,
I'm not pro and just newbie. i would like to ask why is my GPU not working at all when rendering in media encoder?
i notice that my gpu utilization and temp, clocks are in its lowest. while my cpu (i7 6700k) is around 50-70% utilization. and clockspeed at its max.

in media encoder i am using the option "Renderer: Mercury Playback GPU Acceleration (CUDA)"
