I recently upgraded my PC.

Old: https://pcpartpicker.com/list/6tQk8K

New: https://pcpartpicker.com/list/PVnbcc

The old one is 11 years old, however runs games like CSGO better. On the old PC, it feels noticeably more snappy, the onboard audio doesnn't pick up any feedback, and i get almost no screen tearing. On the new PC, everything feels sluggish, even though im at double the framerate (in games). In addition, windows runs better. Should i switch back to my old PC, or is there something wrong with my new one?

Not sure if that's bad, should have a 1ms monitor.

Well the audio inference is caused by a lack of adequate shielding/insulation on the MoBo part.  The only thing you could really do for that is use an external solution or a sound card.  As for the game-play, I'm out of ideas, your CPU is much faster on the new one and the GPU is the same.  Unless... Are you using windows game mode?

I am using fresh copies of windows on both. I have an external DAC+Amp, but I am using the mobo for speakers, which provide an annoying amount of buzz, and it is especially annoying when I can hear my mouse move. I am not using windows game mode. I feel like there is some type of interpolation or something.

Nothing can match the experience as the old system. Everything feels more robust. I notice immediately when I drop under 60FPS on my new PC, because I get awful tearing, and everything feels horrible. I can drop under 40FPS without noticing on the old PC.

Are you using V-Sync on one or both of them?  Also, are you getting more frame drops with either, or are they just less noticeable on the old one?  And just to double check, it is the same monitor with both PCs, right?

GPU doesn't support any of Nvidia's fancy software. I don't even notice when my FPS drops below 50 on the old one, where i can tell immediately when i drop below 60 on the new one. The frame rate is more consistent on the old one. The new one runs at 180-50 FPS usually. The old one runs at 120-40FPS. The new one rarely drops under 60FPS.

V-Sync is an in-game setting that keeps the GPU from displaying FPS higher than the monitor refresh rate, so it should be compatibel with any GPU.  Go into the CS:GO settings and set "Wait for Vertical Sync" to Triple-Buffered.  That solved all tearing issues for me.

5ms is excellent.

Oh sorry, I misread V-Sync as G-Sync. As you probably know, V-Sync causes input lag, even triple buffered.

Manufacturers find clever ways to lie about response times. (or so I'm told)

Response time isn't going to make the system feel slow.  Have you tried running a benchmark on them both?

You need to run that on both systems.  I can say that both your GPU and CPU have higher than average scores compared to others with that model.

The motherboard/CPU are the only differences in the setups. There is no way an 11 year old Core2 Quad outperforms an i7.

And yet you're getting smoother performance on the old one, so something is up.  Please run the benchmark.

Btw, even though your i7 crushes your Core2, don't rely on names along.  The one you have beats early i7's with higher clock speeds.

To run the benchmark, I would have to reinstall the old mobo and windows. My core2 was running at 2.6 GHz.

Well without seeing a benchmark, there's no way to see what's slowing down your system.  I don't know what else to say.
