will my cpu limit the graphics card?

970 to a 1060 isn't really an upgrade at all. The 1060 is slightsly faster than the 980 which is slightly faster than the 970. If you're fine with paying $200 for slightly better performance then go right ahead. The only real gain is the VRAM.

The 4790K isn't going to bottleneck anything. There isn't any reason to upgrade your CPU, or even your GPU for that matter. 

 

Now if you want to buy me a new graphics card, I could definitely use it. I have a feeling my GTX 750 Ti is bottlenecking my overclocked i7-4790K. xD

You'll have no bottlenecks with either of those GPU'S I have the exact same CPU with a GTX 1070 and works absolutely fine.
