Specs:

This is a pre-built Asus G11CD got it because it was selling for $1100 :)

CPU: i7 6700

GPU: GTX 1080

RAM: 16 GB DDR4 2133 MHZ

PSU: 500W
512 GB SSD

2 TB HDD

 

Monitor: 1920 x 1080 144HZ

 

So basically whenever I play games the GPU never stays at 90-100% usage and in some games, such as Overwatch (epic preset 100% res scale) it drops to 70% (FPS varies from 120 to 210 in game). As for my CPU it hovers around 64% when playing Overwatch with none of my cores being maxed out (some are close tho). Temps are fine with the GPU at 82C and CPU at 65C. So my question is what is bottlenecking my GPU, only things I can think of is the CPU or the PSU, want your guys' opinion. (As a side note, I tested the Division (ultra preset) using in game benchmark and avg GPU was 95% while avg CPU was 65% which resulted of an avg fps of 90)

Couldn't get my 1080 to try at that res either. Couldn't get my two old cards to do it either.

 

Either need a higher res or up the scaling. That's what I did.

Because some games have areas where the CPU is stressed to the limit and not capable of reaching 60 FPS, even i7 6700k's.

People are constantly coming back here with sub 60 FPS on these new 1080/1070's, wondering why they have dips below 60, and the truth is, no CPU can always get you 60 FPS. Some games simply have areas that are too CPU demanding.

The game is working pretty much as it should. I would do as @Mick Naughty suggested and raise the scaling or add a cap since any increase in Hz could produce the stuttering.

 

Edit: Disabling HT may help if the game is using logical cores rather than physical cores as priority.

Ok another thing if any of you guys know (more so if you own a i7 6700), the clock speed of my 6700 constantly falls to 3.57 ghz is that the norm for this chip when running at around 65% with 4 cores utilized. (I know i should post this under CPU forum)

What are your cpu temps? What are your CPU settings in BIOS? This means stuff like speedstep and all that.

This is maybe a reason why you're not getting your desired framerates. Your GPU is clocking down and hurting them. You can raise the temperature ceiling with afterburner or precision xoc if your card is supported

That's not the problem, the problem is GPU usage dips to 70% (when this happens temps go down and clock speeds increases )

So... agree with the above. Try setting your resolution higher with DSR-Factors in the nVidia Control Panel. if you get the same framerates with a higher resolution you will know what's wrong :)

Very true, Assassins Creed Unity map areas with too much NPC will give even my 7700 a hard time.

I play it on the TV [third person games I always play on the 40 inch TV with the gamepad for better immersion], it is 1920x1080p with every graphical setting max out and TXAA for anti-aliasing. It stays perfectly fine on 60fps however like I said on a few areas that has a ton of NPCs I will see occasional drop down to the 55ish frames per second with the 7700 fluctuating between 99-95 percent usage.

Yes, I know that raising the res scale will force my gpu usage to go up since it has to do so to push all them pixels but, I have a 144 hz screen and im trying to push for that frame rate not a higher resolution. As shown in the screenshot, i'm only reaching 100 fps on any res other than extremely high ones like 4k where I dip to 60. So my question is is my cpu bottlenecking my gpu if and if not what do you guys think is?

Well if you don't wonna turn the scaling up, I assume its thermal. What program do you use for the card?

Afterburnner and on a side note on games like resident evil 7 it runs at 99% utilization at 80 degrees while in games like gta 5, black ops 3, overwatch temps are lower and low usage.
