Best Non OC cooler under $35?

Researching a new build for my bro. It will probably have a 7600k but will probably NOT be OC'd. (very unlikely, but I'm going to go with a K processor because they have higher turbo speeds right?) What cooler would be the best mix of Appearance and quietness under $35. It doesn't have to cool that well because I won't be overclocking. I'm more concerned about appearance and quietness. I'm pretty sure the best are the Hyper 212 Evo and the Cryorig H7, but I am wanting to know if there are more suitable options because there would be two of one of those coolers in my house making the different computers look the same. Not a huge problem, but just kind of weird when of all the coolers in the world there are two of the same...

Hey ;w; I have one and I love it.. CPU never goes above 45C when stress testing it and it quiet af ;w; but it is very expensive xD

Be quiet Pure rock slim. Yes I've used one, non OC'd 6600k doesn't go above 50c under load. Extremely quiet, looks nice I guess. 

Personal build >  New-ish AMD main gaming setup

It's great for my locked i5, I've never tried it on an i7 like he's planning for though. I idle at 33 degrees and I topped out at 50 degrees playing Planetside 2 for about 10 minutes.
