I'd download Seagate's tools or run a basic disk check through cmd prompt to check for sectors. But W10 is known to have higher HDD usage at times. But, your other thing is going to be mostly related to what software you are running. If you have Spotify, I'd 100% guess it's that. But also, go into task manager, disable start up items. Go to Malwarebytes page and download some antimalware tools and test for that as well.

 

High usage isn't a sign of a dying HDD, its a sign that its being used. Failing HDD would result in... well.... failures.

time for a new HDD. if it's reallocating sectors, it means it can't write to them for some reason and is considering them dead.
