Hey,

I'm usually good with computers but this has me stumped. My i5-4690K has been recently doing piss-poor performance when trying to play a game or even watching a YouTube Video. My CPU usage tanks whenever multitasking (i.e. Playing Rainbow Six Siege and Watching Linus Tech Tips). Before around November, this problem would never happen. My Graphics card isn't even that bad (GTX 960) and is about to buy a new 1070 soon. I don't know what has been happening lately, and hopefully you can help.

i know that my I5 4690K has its Turbo Boos broken(like there isnt a single way to get it to work) but that dosent matter seeing as im running it at 4.7GHz anyway so i would just overclock and see if that helps, sure helped me pick up FPS in some games

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

Have you checked what temps the cpu is running at? could be throttling. If its not that then maybe reset your bios settings to default and boot into windows once, then reapply any overclocks you have as your bios could have gotten confused and messed some things up.

My Temps are at a solid 60 degrees C and have overclocked it to 4.2 GHz but is still running like crap...

Try doing what i said about the bios, a faulty or dying cmos battery can make weird things happen in the bios.

I did just that, but the CPU Usage is still very high, even after re-applying my overclock.

Is your CPU usage very high at idle? If so, you probably have gotten yourself something nice from the depths of internet, that's using your CPU to do stuff, a virus or malware kind of stuff.

If it only is capping out in games, then you should probably try to reduce the settings that affect the most to CPU usage. Also, maybe you have or windows has done it for you that windows is allowing more CPU performance to background applications hence decreasing the performance when gaming.

At idle the CPU is fine, but when playing games I would usually run 90+ Usage, when it was working fine and easily playing the game about 3 months ago.

Well, what did you do in November: did you change some component? install some new programs? new OS?

I don't know how CPU heavy the new rainbow six is, but have you tried other games? and what do you mean your CPU tanks even when watching youtube videos?

Please list your PC specs, if it's somehow hardware related, at least we then know what could be the issue. Although I think this is most likely some software issue or windows update which is causing it.

One more thing, you said your temps are 60c, that's under gaming load I'm assuming? if that's idle, there's your problem.

Yes, my 60C is under load, I usually average 40C. The problem is that I have no idea what happened in November, or if it even started in November. Even CS:GO uses very high CPU usage. My PC specs are listed here: https://pcpartpicker.com/list/bxYXVY

This problem just started gradually over time and I have not even noticed it until this past month.

@MachoTaco Have you scanned for viruses and malwares already? Also, go to Event viewer (event viewer -> windows logs -> system) (use windows search bar to find it) and check if there seems to be a recurring error everytime you start playing rainbow six for example
