Is it a bottleneck or I'm missing something?

So here is the image of CPU and GPU load during BF1 playing St Scar 64 players. Both CPU and GPU are loaded about 70-75%. Is that normal? If my CPU is a bottleneck, shouldn't it be loaded for atleast 90%?

 

RX480 8GB with FX8350 4.5Ghz

get hwinfo64 and check which cores are being stressed.

probably cores 1-6 are maxed and 7-8 are being unused
