They're independent for the most part. The fullscreen program will play at 144Hz but borderless or windowed may only play at the global Windows speed (120Hz).

I have my monitor set to 120Hz in the windows settings so my gpu stays cooler when i am not playing games but i want to use 144Hz in games. Will changing options in games to 144Hz overwrite the windows settings while in the game?

I use a 60Hz monitor and a 144Hz monitor and if i set it to 144Hz the memory clock spikes up to almost 3500+MHz compared to 300MHz with 120.

I only changed it for 1 minute but it drops from 60 to 30-40 after some time idling on the desktop.

Please show results after a cold boot, not after the GPU is on load.
