Error when starting an app... most of them

WHAT THE HECK!?

 

The application was unable to start correctly (0xc0000135). Click OK to close the application. 

Under the belief that this is a .NET framework... (not exactly sure what that is in the grand scheme of things but its in my way.)

 

Tried going to Microsoft website for a "fixer file" and that leads me to my next problem. I cant open any .exe files. Even as "administrator". Nothing opens. Like i never even clicked in the first place.

so im stuck.. tried finding elsewhere but i thought i would seek expert advice.
