Use AMD VCE/AMF to record, first off. I'd personally go for 720p60 at 12000kbps mainly because I don't need to record any higher, roll with 320kbps audio, etc.

I'd say go with 1080p60 at about 5000kbps (I use it and it's crisp clear). Use AMD VCE/AMF just like @Dan Castellaneta said.

Hmm, 1080p60 at 5000kbps looks alright?

720p60 at 5000kbps has always looked a bit ass to me, but I also have an HD 7850 so eh.

Yea I've tried 720p 5000kbps and it looks horrible. Bumping it to 1080p makes it look so much better. More bitrate might help but 5000 works for me

does that mean i need 5000kbps internet because my internet is about 20 mbps(i know it is shit)

No, you were talking about recording, not streaming. For streaming its useless to go beyond 2500-2700kbs because only Twitch partners have scaling options for viewers. For higher bitrates your viewers need good internet and quality difference between 720p and 1080p isn't that big deal, if content itself works.

 

For streaming you need atleast 2mbs upload. Download doesn't matter, but for good overall experience, over 5mbs should do. 20mbs download isn't shitty. Its better than world average.

thanks sorry not that experienced with recording/streaming but i only have about 5mbps upload at good times so if I wanted to stream and play online at the sametime would that work.

Yeah, should be fine with 720p30fps, 2000-2700kbs.
