So I was wondering if I download and install directx11 on an admin account for a publicly shared computer, will it install dx11 for all the accounts and employ it?

One physical computer? DirectX will be used on all accounts.

I'm a bit foggy on multiple user systems, since I've only had one user on every system except the Alienware Alpha (but that's an anomaly for this stuff), but:

 

When there are multiple users, it should give you an option to install many programs for just the current user on the system, or all users.

 

DirectX and MS .NET might be different and only install for all users.

 

It also depends on what version of Windows you're using. I believe Win7 SP1 through 10 all have Dx11 built in, and Win10 now has Dx12 built in.

Admins can install for all users if the program has such an option.

I'm pretty sure Direct X re-distributables download to the PC and are not on a per user basis.
