What is your use case?  Though id go for the 6500 personally

if you go for an Overclocking SKU CPU (k series) make sure you get a decent motherboard for overclocking as this is the advantage of buying one of these.  Overclocking leaves free room for improvement if you need it down the line.

Go with the cheaper and older i5 4590, slightly higher clockspeed (little better for gaming) and cheaper price.

This would depend on what kind of motherboard you own since Haswell and Skylake require different chipsets. If you are starting from scratch I'd op for the i5-6500 - it's a newer architecture that's marginally improved over Haswell, and will have better resale value in the future.
