Problem with screen flicker

Hello everyone so ever since I got my 4k tv for xmas my screen has started making flickers with green and red etc for a quick second. I switched back to my 1080p monitor to no avail when I use photoshop my pc crashes more and more often I have reinstalled windows etc my specs are all in the image provided.

The motherboard is an Asus Z170a pro gaming.

the main CPU cooler is an h100i gtx

my suspicious is that this is either a motherboard, graphics card or cpu issue this happens on the regular desktop idle and while in games I also cannot overclock at all anymore or it crashes when I used to be able to OC

power supply is a 750 corsair bronze if anyone here has any insight on what this issue could be please respond to this I have also reset bios back to default settings but does not help. it may also help that I noticed not all USB plugs in the back of my computer that are connected to the motherboard are also not working
