There isn't a great deal of difference between workstaion and normal cards. Workstation cards only have better efficiency, better stability, more advanced IO (especially good for multi monitors) and usually have more VRAM. If some of these points are important to you, than you should get one. Since prices are very high in your country, I recommend the WX 7100 (workstation card) or the GTX 1080 (normal card).

Erm... You can get the Titan X Pascal for 1200$ on the nvidia website. If you somehow can't though there are cheaper GPUs (made for workstation) like the WX 7100 from AMD (which is also made for VR and Game development).

any good GeForce card that fits your budget. so maybe a 1080?

really, you only need quadro's for very specific software related workloads.
