According to ASRock's site, error code 19 (and a load of others it is bunched with) is an error related to memory. Recommendation is to reinstall the RAM and reset CMOS. If it doesn't work, try with only one stick, then try each individual combination of modules and slots to see what works. Could be a dead stick or a dead slot, so you'll have to figure it out by trial and error.
