is the thermaltake pacific watercooling kit decent? ive read some reveiws saying its alright just want to see what others think.

No they aren't really well regarded as they use mixed metals loops with aluminum rads. I would recommend to look into the EKWB L or S series kit or the better P series with the D5 pump.

how much do those kits cost bear in mind i am in new zealand

Take you pick the L and S series are more budget oriented, see if anyone distributes or carries EKWB products in New Zealand.

budget is of no issue what is the most high end kit i could buy.

A good one I usually recommend is the P series since it has the better pump, if your case can house a medium thick 360mm read the P 360 kit is a pretty good option.
