I would guess that it doesn't have a trusted platform module (TPM). I believe since mid-2016 MS changed the min-spec for Windows 10 to include a TPM 2.0 on board, which is hardware based security for in BitLocker (disk encryption) and Windows Hello (biometric Windows log-in technology). You don't actually need a TPM to run Windows 10 btw, but I for one am glad they're pushing for hardware based security :)
