From my research, Newegg has the cheapest prices, i have tried Mwave but almost all their stuff is more expensive.

Yeah but Athlon uses old board, Ryzen uses new board and will not be compatible with your athlon or your ram so that stuff will be wasted :(

Seems fine to me. But I don't know about the motherboard. Can you find a b250/h270 instead as some need 6th gen skylake to update bios
