So I have heard some stuff about Intel CPU's being worlds better than AMD and the difference can be 30-40 fps, I live in Australia so the prices are trash but I've managed to find 2 relatively cheap PC's to build.

Go with Intel it offers much more future. Also if you drop to i3 6100 you can save some money more and maybe try for a 1050 or 1050ti which are better. Also a 7th gen might not work w/o a BIOS update which requires a skylake on that mobo

 

PSU is trash btw, get a Corsair CX450M

I disagree 120GB fits the OS, and 3-5 games (depending on size). You can shuffle the games around as you play them.

80+ is ONLY a standard for efficiency, it has nothing to do with quality.

 

they could twist the leads of components together to make a power supply, and it could pass for 80+, and then catch fire because twisting leads together is a sin xD

Yes 80+ or modular says nothing about the PSU quality.

OK but my AMD build has a 470 not a 460 so what would be better

An i3 build will still be better because you can upgrade it easily in the future without changing much components. Can you buy from other stores in Australia or only newegg?
