That's normal, that just means power is still being sent through the USBs so it can charge things even when your PC is off (I remember Asus called it off/On charge or something like that). Try plugging your phone in to see if it charges when you PC is off.

It's just some retarded feature motherboards have been implementing so you can "charge your phone" or whatever while the PC is off. On my Gigabyte board it's called something like ErP or whatever. Dig around the BIOS and you can probably figure it out.

I mean it'll kill the LEDs a little sooner because they'd be on more...

It uses power, but not very much. It can also contribute to 0.0021% (random infinitesimal number, you get the idea) of the degradation of electrical components in your mouse. I know I let it on to use it to charge my phone, even on backpack sometimes, but as tmcclelland455 said you can disable it in BIOS.

 

Also, I personnaly find useless LED lights annoying at night. But that's just my opinion, you may find them useful for what I know.
