Are they necessary?  No,  I've ran an hdd system for a couple months   and every system apart from my main rig is hdd-only.

Are they worth it?  Totally,  apart from the fast loading times,  the system is overall considerably snappier

AMD Ryzen R7 1700 (3.8ghz) w/ NH-D14, EVGA RTX 2080 XC (stock), 4*4GB DDR4 3000MT/s RAM, Gigabyte AB350-Gaming-3 MB, CX750M PSU, 1.5TB SDD + 7TB HDD, Phanteks enthoo pro case

Coaxialgamer is right you will notice a big performance boost using an ssd as a bootdisk, if your using a hdd as a bootdisk and storage it will be slower it can only do so much at once and when your reading and write to the hdd that your using at that time thats where an ssd shines and when you pair an ssd with a hdd you get the speed and the capacity.

you dont need a big ssd a 120gb ssd can still have alot of speed and is big enough for a bootdisk however your better with a 250gb, you dont need bigger unless you install lots of software or want to run games off it but thats what the hdd would be for.
