Is it connected properly? Is the connector fully secured on its header? Do you have other headers you can try? A 3-pin to molex adapter perhaps?

I connected it to the cpu_fan which is 4pin.... the cable is 3 pin, and it was connected slightly off. wow. thanks for your time ;D

You can use the 4-pin header, you just won't get PWM.

No. If it's working now, don't worry about it.

PWM stands for "Pulse Width Modulation." The motherboard will send bursts of 12V current to allow for more granular control of pump/fan RPM. So instead of reducing voltage(going from 12V to 7V for example), fewer bursts are sent to the device to reduce the rate at which it turns.
