Help: Audio Capture for Stream Set-Up

So I recently completed a second budget streaming PC to use to stream from. I can get video to it, but cannot get audio to it. 

 

I've literally have been searching for a solution for 10 hours! I've tried audio repeaters, the Mixer trick, and a bunch others. I can only have audio out to one device at any one time.

 

PCs are connected in the following way:

 

Gaming PC(Graphics Card) >HDMI 2.0>4K TV (2160p, 60Hz)

Gaming PC(Graphics Card > Display Port/HDMI Converter > Razer Ripsaw (1080p, 60Hz)

 

If I select the Razer Ripsaw as the default audio, I can't hear anything out of my gaming PC, sound bar or TV. Vice versa if I select the TV as default audio source. 

 

Through countless searches I've seen quite a few people using USB audio capture setups to pass audio to the second PC. This may be my only solution. Now, I've Googled USB audio capture and most of the dongles I see are for recording.

Example: The above is one of those. Question: Will something like that be identified by OBS or Windows as an audio input device? How do they work?

How are you getting video to it without audio?   

A typical simple setup would be HDMI (video&audio) to a capture card - either stand alone or a capture card in the second pc) and video pass through from that card to the monitor.

on the second PC take the audio and mix in microphone and stream from second PC (Video from capture card, Audio from card via software (or hardware) mixer with microphone).

 

Gaming PC --> HDMI--> captureCard--> video-->4k TV

                                                  ||   video & audio

                                                 W

StreamPC <--- software <--- USB

 

note: capturing and streaming at 4k typically requires pretty high-end kit.

Windows does not allow mixing of two sounds from anything else (Other than 3.5mm jack + 2nd source).

NOTE: I am not looking to stream at 4K as that would probably kill my upload speeds, not to mention that Twitch doesn't support it unless you're one of those partnered streamers and it would be taxing on viewer's bandwidth.

So ... if im understanding correctly you have 

HDMI out (video and audio) going direct to 4k TV.

and an additional:

DisplayPort out (video only) going to capture card.

 if that is correct then surely the problem is obvious ... you need to send audio to the capture card.

From the capture card send audio to streaming software, and mix in the mic using the streaming software, and listen on headset (or speakers) that play the streaming software output.
