Yes, every machine ever has input lag. it's just a matter of physics and how much is between that button press and the end result.

 

as for playing games on it it would depend on the specs of the machine. and you said melee, an emulator i assume?

I'm going to assume since you said "Melee", you mean Super Smash Bros Melee

 

If you were planning to use your laptop to run a capture device to play from a console, then yes. There's a good chance there will be a significant amount of input lag for a game like Smash Bros Melee. If you were planning to run it from an emulator, then that's entirely dependent on how well the machine can run the emulator and your controllers (if you're using a converter it'll add input lag)

Absolutely not. Laptops have the same inout lag as normal screens (negligable) so it doesnt matter. Its a drop in the bucket compared to you 230-300ms and you wont noice it.
