FX- 6300 stock cooler not ramping up with temps

hello everyone, recently I decided to change my thermal paste. Ever since I reinstalled my CPU cooler, the CPU fan never ramps up to 5000 rpm under heavy load. So under load the CPU temp goes to 80 - 85 C instead of 60-65 C and starts throttling. I have tried changing BIOS settings such as Smart Fan Control etc, tweaked with fan controlling software. They constantly tell that the fan is spinning at 100% while the RPM is only 3500-3600. I have tried clearing the CMOS but nothing helps. 

My CPU is running at stock speed.

My Rig: 
AMD FX- 6300(stock) with stock cooler
MSI 970A- G43 mobo
Corsair Vengence 1600 MHz RAM
Zotac GTX 1060 6GB GPU
Corsair VS 550 PSU
3*120 Case Fans

Any Idea of what is causing this issue? 
I have tried plugging the CPU fan to Chasis fan header and ran it at 100%. But the fan sits at 3500 RPM regardless.

install MSI Command Center and make sure there's some sort of custom fan curve set up

I have already tried to do that. But command center says that the fans ar spinning at 100%

Not even sure the stock cooler can go to 5k RPM. From what I recall it might only go up to around 3.5k

Before reinstalling, the cpu fan always ramps more than 5000 rpm and cpu temps never crossed 65 C.

No the fan is plugged into CPU fan header.
