Windows 10 reboot loop

So I went to reset my computer because I'm selling it. Windows decided to start reinstalling and my power went out and now when I go to turn it on it keeps saying "The computer restarted unexpectedly, windows installation cannot proceed" please help!!!!!

1) Plug in an install USB or insert install disk

2) Boot to install media

3) Click Repair, not install

4) Proceed with the options that seem most relevant to your situation
