Hard Drive Stuck at 100% Usage

Hello folks, around a year ago I purchased a 4tb WD blue to use as a steam library. It ran fine for a while but the past couple of months its been giving me alot of trouble. Currently it is stuck at 100% usage, there are no tasks taking place on the disk and task manager shows exactly 0mbs disk usage. Restarting does not seem to help. 

What can I do to fix?

Try if there are any messages in windows logs related to the hard drive. If there's an issue it'll be reported there.

How do I know if its related to the hard drive or not?

My advice would be to restart the computer then see which error messages pop up and see if any include the model of your HDD.
