Build:

Sapphire RX 480 8GB

Intel i5 6500

Sharkoon WPM600

Asus H110M-C

16GB HyperX Fury 2133MHz

500GB SSD

1TB HDD

 

Borderlands 2 with ultra settings only runs at 40fps on 1080p.

Skyrim Special Edition doesn't run smoothly on max either.

 

On the image you can see the stats while running around in sanctuary. FPS were at 40 to 55 all the time.

stop using that horrid Sapphire utility. get afterburner.

run DDU to get rid of any and all old drivers and install a fresh one off of AMD's website.

Try turning physX off or set it to low. that thing just doesn't work well, not even talking about AMD GPUs.

I highly recommend using MSi Afterburner as well.

Also does the GPU load go higher if you run a benchmark like 3dmark?

It's a new 600 watt power supply. I had a similar problem with my old power supply. This is the only power supply powerfull enough for rx480 that i own.

The rated wattage is not what concerns me because that is plenty, what i do doubt is that it lives up to its rating. What powersupply did you have before?

Before i had a dirt cheap 550Watt one. Combat Power CP 550W

In the benchmark the GPU ran at 100 all the time. So i guess PSU is good?

Yes, PSU aint the problem then.

You mentioned you had issues with 2 games, only those 2 games? If only those 2, reinstall them and see if that helps.

I built this system today. New CPU new Mainboard new ram. new GPU. maybe i did something wrong

Games like Killing Floor 2 and Project cars work great. The other 2 games should have no problem running at ultra.

Some games do that but not Steam by itself. Have you downloaded Radeon Software? That has an optimize utility you can use to adapt the settings for the hardware.

I'm trying what this forum post said 

 

" No worries guys its fixed!!I had a feeling something just could not be right so I deduced it to be a problem with the engine. So I went into my My Gmes/Borderlands 2/Config/ folder and deleted everything. Ran the launcher, put my settings to the original - Everything As high as it could go, excluding physx and VOILA!!! Problems solved! "

Does this sofware change settings that i don't see? Or the standart graphics settings? because i can do that on my own
