Adobe seems to always refer to rendering as making the preview files, while export/output (or what most refer to as rendering) is to make a finished video file.
So what they are most likely talking about there, is making use of preview files to export the final file. Preview files created with Cuda, which means it might be faster then normal export (not everything is, read the render page for more info).
