windows Windows 10 Strange Behavior With UI

OK here is the deal.

System Specs:

Brand new pc 4 months old

Asus Pro Gaming H170 Motherboard

i5 6500 / Highend CPU Cooler By Corsair /Wind Style

Corsair DDR4 16GB 2100Ram

Crucial SSD 256GB Main OS Drive

Crucial SSD 256GB Gaming SSD / Programs

Western Digital Black 1TB / Data Drive

Western Digital Black 1TB / Additional Storage

EVGA 750W PSU Modular 80P PSU

Asus GTX 1060 6GB

STEPS I TAKEN TO CONFIRM HARDWARE IS FINE:

1. Smart Test Pass

2. Mem Test Pass after 24 hours

3. Open Hardware Monitor temps are OK 25C with gaming

4. ALL fans connected properly and operating including CPU fan and PSU fan is operating normally.

5. All cables in pc checked and connected properly

6. Replaced ALL sata cables with new ones.

7. Ensured proper grounding and ensured video card is mounted properly and re-seated.

8. Ram SWAP the 2 sticks in proper position for dual channel.

9. Ran multiple virus software and reported no viruses including a few online scans.

10. Windows is clean and genuine! Windows 10 Pro / Fully up to date

11. Ensured i had all the latest drivers for my video card and hardware

12. Reinstall windows 10 Fresh Style reinstalled all drivers etc.. issue still applies after everything set up

13. I don't mess with bios or overclocking things! i keep bios at default

14. Tried a different monitor / keyboard mouse / unplugged all other USB items to see if they causing issue with PC

The ISSUE:

Windows 10 UI is acting funny examples of this issue here

1. Window trails. When dragging windows it leaves ghosted trails of it self sometimes but often!

2. Invisible Windows with boarders only. windows show up but the only thing u can see is the outline of the window in view

3. Navigating the explorer is stalled and laggy takes a long time to respond or do things such as right clicking.

4. Show hidden icons button when clicked shows a invisible window with no icons like the transparent box with nothing in it.

5. Restarting PC temporary fixes it.

6. Issue always returns!

7. Reinstalling still doesn't solve the issue and it will return!
