What resolution are you playing at and what is the refresh rate of your monitor? Model of the monitor will help too. Some people in the thread I linked above resolved their issue by uninstalling the "monitor" drivers, reinstalling them and setting the refresh rate for the monitor to 60hz and limiting the fps in the game to 60hz. 

 

If you are at 1080p or less, make sure your resolution in game and in the OS are the same. If you are over 1080p, your hardware is being taxed and is reaching its limit. 

 

Also for pictures with hardware monitor, close the tab that says voltages at the top and open the one that says utilization under the cpu. 

 

For mafia 3, it just seems to be an insanely taxing game on hardware. According to this benchmark, even a high end x99 chip is only hitting around 34 fps on max settings.

This is usually because of the game engine or very poor optimization. Try the steps I mentioned above, make sure AA and post processing is off and do a custom fan curve for the gpu since 94c is too high imo. 

I'm planning to upgrade my CPU FX-8350 many people keep telling that is causing a bottleneck for my R9 290X and so on.

The real issue for me is not being able to play Battlefield 1 without stuttering every 3-10 seconds or many new titles for that matter, and yes I have tried other cards such as the RX 480 8GB (brand new). But the same issue kept showing up, and now I've decided to try reaching out for people who could help me out with their knowledge.

if you could recommend me to what CPU I should get to be set for a long time I'll gladly appreciate it, I just don't wanna keep throwing out money to the thrash like i did with this build that i basically purchased 3 months ago.

I tried every resolution there is available on my monitor, also set the settings to low, high ... but even in mafia 3 there is this stuttering that keeps happening and i try everything but nothing changes

Your system should be able to play the game just fine, I looked into it a bit and seems like there were early issues with the game having glitches and not so much the hardware. Also how old is your OS now? if you are having issues in other games too, I would check to see if there are any unnecessary processes running in the background, taking up resources. I would also check temps and cpu/gpu usage when the game is running to see if its being pushed to the limit; if it's not, then it could very well be a corrupt driver or software issue. This is a bit more tricky to track down sometimes but the fastest solution would be to do a clean install of the OS and a fresh copy of the drivers.

I'm now up to date with windows 10 the latest update, yeah i have tried that changing the storage and so on but older titles run great and i did a fresh install from windows 3 times already, but so far nothing

That's interesting, from the data I can find, your current setup should support the game just fine at 1080p at least. Can you use some monitoring programs to see what exactly is happening behind the scene when you play, like cpu/gpu/memory usage. Or do you just want to look for a new system?

well I just got this new CPU, RAM and if it were for me I wouldn't right, but I'm not rich and yeah I have tried the monitoring programs.

Yes, reliable.

I'd wait for Ryzen though, might save $100 or so.

I had similar problem like u in the past when i play black ops 1 with my ancient core 2 duo with GTX 9800+

I change graphic cards and the memory but nothing.

But the weird problem is i have completed that game before with those rig and never had that issues.

I am unable to fix it.

Though its only on Black ops 1. other games are fine.

can you post a pic of your task manager so I can see how much resources is being used, while the game is running that is and also a pic of hwmonitor for temps and speed. thanks.

 

While you do that, turn of AA and ambient occlusion.
