What resolution are you playing at and what is the refresh rate of your monitor? Model of the monitor will help too. Some people in the thread I linked above resolved their issue by uninstalling the "monitor" drivers, reinstalling them and setting the refresh rate for the monitor to 60hz and limiting the fps in the game to 60hz. 

 

If you are at 1080p or less, make sure your resolution in game and in the OS are the same. If you are over 1080p, your hardware is being taxed and is reaching its limit. 

 

Also for pictures with hardware monitor, close the tab that says voltages at the top and open the one that says utilization under the cpu. 

 

For mafia 3, it just seems to be an insanely taxing game on hardware. According to this benchmark, even a high end x99 chip is only hitting around 34 fps on max settings.

This is usually because of the game engine or very poor optimization. Try the steps I mentioned above, make sure AA and post processing is off and do a custom fan curve for the gpu since 94c is too high imo.

While you do that, turn of AA and ambient occlusion.

Thanks, your CPU is clearly not being taxed, not even close to throttle territory. Can I also see data on the GPU in hwmonitor(scroll to the bottom) and if possible download GPU-Z and data from that too. If there is a windowed full screen option in the game, then data while the game is in the background is ideal; Thanks

I take back what I said, your CPU is being taxed, also some pics with GPU-Z on the sensors tab. Your GPU is also running rather hot. What version of battlefield 1 are you playing on? dx11 or dx12? try switching between the two, turn off the two settings i mentioned before, limit fps is 60 in settings and also what is your "current" resolution?

i tried both dx11 and dx12 also i turned off the two things you told me and the limit is 60

ok, post some pics of the GPU-Z sensor tab and Hwmonitor while in game please. for HWMonitor, minimize the storage information and the CPU core clock information so you can see CPU Temps, CPU utilization along with the GPU info in the window.

Hey do you think the power supply is maybe jumping voltages or something, because i don't know whats going on I'm really confused

I don't think it's the PSU. 

 

Okay, let's try switching things up a bit. Download DDU and uninstall your graphics drivers in safe mode, then download an older version of graphics drivers. The version before the relive update, maybe one from a month or 2 ago. Also download MSI afterburner and set a more aggressive fan profile. Your fans are only at 25% at 70c+. Preferably to test, let's go with 50% at 60c. (we'll fine tune it later)

so after i do that, what could be the possible resolution ?

do you think is fixable, because its been like this since the day i got it 3-4 months ago

It should be unless something is defective. Something is holding back your pc but can't seem to figure out what exactly. I'm thinking it might be thermal throttling since your gpu was hitting 88c in a earlier pic. The above sets help with bringing Temps under control.

I thought the same but the card has run the sane temps ever since i got it like 2 years ago, and as i looked around the R9 290x is a card with a lot heat ouyput and it should be ok on 95 Celsius

Ya but the hotter a cpu/gpu runs, the shorter its lifespan will be. Custom fan curve will help with that.

On other note, I've been reading up on your issue in other places for a few hours now and it seems like the cause might be with the way the game is optimized. 

Follow these steps and let me know. 

 

Change your system settings:
1. Navigate to Control Panel
2. Search and click System
3. Go to Advanced System Settings
4. Go to the Advanced tab
5. Click on the settings button under the Performance tab
6. Go to the Advanced tab
7. Click on Change under the Virtual Memory tab
8. Uncheck "Automatically Manage Paging File Size For All Drives"
9. Click on System Managed Size
10. Restart Computer

 

Also in the game(battlefield 1), turn off post processing or set it to low. Let me know how it goes.

if i were to upgrade to the i7 6700K would there be any improvement?

Hey, I went to my nearest Canada computers and I asked the only person there who is helpful about my issue and basically, I bought the i7 7700K, Corsair DDR4 16GB, EVGA PSU 1000 watt.

All the games now run butter smooth I haven't encountered an issue, so maybe it was the processor.
