Best thing to do is get an RX460/Gtx 1050. They are very low budget cards and will play games very well.
Anything below them isn't really worth the money.
You can get something like a gt740 which will not have nearly hte performance but will cost a large portion of the price.

For second hand, there's probably a lot of gtx 750tis floating around. Very good budget card.

How exactly are you planning to put a Sandy CPU in a Skylake mobo?

The GT series (710/730/610/etc) is really meant for people looking to add an extra display port onto their slim tower or business pc.  They're terrible values in price:performance.  Get something a few gens old.  

 

Some have suggested the 750ti(which would be ideal for 50CAD), but I think you can go even further back to a gtx 650 or radeon 7750 for CSGO on low.  

GTX 750/GT640/R6670 if you want to really keep the power consumption low.
