What motherboard do you have currently? You might be able to find a NIB 2500k for pretty cheap, toss a nice cooler on it for overclocking, get a new graphics card and more memory and you would have a decent upgrade without too much cost.

The 2500k is losing to Skylake i3s even with a conservative overclock. A 2600k will go a much longer way, and will be vastly superior for CAD.

Derp, yeah 2600k would be better and would probably be similarly cheap.

No monitor, no peripherals, way too much spent on RAM. Always read the original post thoroughly before posting a recommendation.

That is a massively expensive motherboard. Unless they are going for flashy they could probably get similar performance out of a lower class Z170 Asus.

Does CAD use that much memory? I know that gaming sure doesn't unless you're hosting some pretty intense game servers.

Australian PC prices are brutal but this is the best I can do.  $578 over budget though which probably can go down if you go dual 1080P monitors over the X34.

I went $100 over budget to get the best value. I think you should upgrade your peripherals later, but I think I build a really great build for the money. However, I would recommend waiting for Zen if at all possible, as it is sure to yield better value.

Features

  • A 6-core powerhouse Core i7 5280k that performs on par with a 6800k, but is cheaper.
  • A high-performance, low-noise CPU cooler that has received critical acclaim since its launch. It's an absolute steal at this price.
  • A high-quality overclocking X99 motherboard with a great red-and-black colour scheme.
  • 32GB of DDR4 2400Mhz RAM that matches the black-and-red colour scheme, with two free slots to upgrade to 64GB later.
  • A seriously fast Samsung 750 EVO SSD with a server-grade Seagate 3TB HDD (better reliability over something like a Barracuda 3TB)
  • A Red-and-Black G1 Gaming GTX 1070 from Gigabyte with a very impressive factory overclock of 1.82 GHz and great overclocking potential.
  • A budget, Micro-ATX variant of Cooler Master's MasterCase 5.
  • An extremely reliable power supply from XFX with ample overhead for serious CPU and GPU overclocking.
  • A pair of Audio Technica ATH-M40x headphones as requested, along with the most popular USB microphone on the market.

Yeah, but it isn't the best. Your 6600k isn't going to hold up against a 5820k at all. One and a half times as many cores and three times as many threads. Neither will your GPU. The performance of an R9 390x will be absolutely ravaged by a GTX 1070 in every way. Remember that the former card is slower than the GTX 980, while the latter card is faster than a GTX Titan X (Maxwell).

true. however still does CAD work quite well and is within the suggested budget although there are other alternatives

There are vastly superior alternatives. Consider the build I posted. It's practically within the budget (3% above), and will outperform a 6600k+R9 390x by leaps and bounds.
