Hello  whenever I'm playing Gta V  after a couple of minutes my gta and gta online start experiencing heavy FPS drops from 60 to 30 back to 60 54 30 and so on. When this occurs the Cpu usage on all 4 cores drops One is at 63 the other one 54 then 8 then 63 and the gpu usage drops to about 13 from 90% usage

Maybe unstable overclocks ? Is your PSU providing enough power to them ?

Check the temps then. Sounds like thermal throttling.
