Interesting question, because ppl only seen to Care about CPU bneck, not GPU. If you have a 460, it is a bad Idea to buy an 6700k, except if you will use it for other stuff not gaming related. For a rx 460 you can use an i3 6100 or If you want something better, a low end i5.

The lesser component between GPU and CPU will bottleneck the other one. Actually even a 1070 would "bottleneck" a 6700K overclocked, since the 1070 would be always 100% and the CPU will be chilling nowhere near close to 100%. 

 

The Bottleneck issue comes backwards, the problem is when people invest 600$ in a GPU with a cpu that cant actually make fair use of it. 

Yes a 460 is too weak for a 6700K but you can swap it later for another more powerful gpu. Of course as a rule of thumb, try to buy same price range GPU and CPU so you don't go too offset from one or the other. (remember, as a ruler of thumb, not as a lord command to take Jerusalem). 

 

Lastly to be clear. A bottleneck will always be there by definition. Just adjust your purchases accordingly to what you want to archive so the ever existent bottleneck does not bother you.

Nope. Having a GPU bottleneck is extremely common, most people have one. A 6700k and a 1080 is a GPU bottleneck, takes two 1080 to reverse the bottleneck. 

 

Way better to have a GPU bottlleneck, that a CPU bottleneck.
