How fast?

I am looking into buying a new 4k monitor and have found a really good one from Asus the only problem is the response time. Is 4ms a fast enough response time for some casual gaming on titles like GTA V or CS: GO? Also I am open to other monitor suggestions as long as they meet this list of must haves:

1) Must be 4k

2) must be ips

3) 60hz or above refresh rate

4) 27" or more

5) From a good brand

6) under $500

I don't think any displays exist that have a higher than 60Hz refresh rate(native) that are at 4K.

4ms is deffenitly fast enough
