Looking at a new GPU. I'm between EVGA GTX 1060 FTW+ ($300 on amazon) and the EVGA GTX 1070 SC ($424 on Newegg) or the EVGA GTX 1070 Hybrid ($450 on Newegg). 

Is the price of the 1070 worth it? It will be with a i5-6600K.

I'm planning on leaving in my 270X for folding so the hybrid cooler could help because of spacing

I actually just upgraded to an i7 6700k and a gtx 1070 and it blows pretty much every game out of the water. 10/10

nowadays every games have super sampling options, or resolution scale option,

So you can use a 1070 in 1080p, add some super sampling options or resolution scale, and have less than 60 fps in a game, so... no, a 1070 is not an overkill for 1080p monitor... and the 1070 is quite better than a 1060, worth the price

Q1 2017 I believe, no exact date.  I would wait things out if you really want to go the 4k route.

There is still the titan lineup that are always better than the "ti" models.

True, that's the best option available right now.  I just think since it's close enough to release that it would be worth waiting to see the price they announce.  The 980ti came close to the Titan X in mostly everything except vRAM, which was cut in half.  

 

This rumored card supposedly comes much closer at 10gb vRAM with slightly less cores than the Titan but higher clocks.
