upsampling 768p

would it be possible to upsample my entire screen? i have a shitty old monitor running at 1360x768 that sits at pretty low usage during games, so i could probably get better looks without compromising performance right? 

 

keep im mind i have no clue what im talking about in this area, but i think i heard of someone doing this before and i might as well give it a shot

8700k/1070ti/16gb ram
