---------------------------------------------------------------------MY LIFE STORY----------------------------------------------

So guys to start of with I'm a teen PC enthusiast so I built this PC when i was younger without prior knowledge or a very high budget. Even till date I don't have much knowledge  about PCs and I've learned how to do everything on my own so please take it easy on me.

---------------------------------------------------------------------PC SPECS----------------------------------------------------

Moniter - Samsung SyncMaster 2033 https://www.cnet.com/products/samsung-syncmaster-2033sw/specs/

CPU: i7-4790 *M cache

base clock speed - 3.60

overclock - 3.60

Mother board-GIGABYTE H81M-S2PH http://www.gigabyte.com/products/product-page.aspx?pid=4666#ov

RAM- Kingston DDR3 8GB  http://www.kingston.com/datasheets/KVR16LS11_8.pdf

PSU-  DELCO SWITCHING POWER SUPPLY MODEL:LC8460BTX Pentium IV (+3.3V & 5V output 130W total output 450W max) AC 230V

Seagate HDD 1TB http://www.seagate.com/files/www-content/product-content/desktop-hdd-fam/en-us/docs/100768625d.pdf

OS: microsoft Windows 7 ultimate  64bit cracked

GPU: none

------------------------MY PLANS----------------------------------------

Add a 128GB SSD

and get a new GPU

My budget is $150USD

your first plan of action should be to replace the power supply - its trash, and it wont support a gpu

GPU is your priority. GTX 1050 ti or 1060.

I cant stress enough how important it is for OP to get a new PSU first

i7 4790 itself is rated for 84watts

this PSU of his can only output 130W on the +3.3V & 5V ?
i cant even fathom how its able to conjure up the 450W it claims

This PSU is a time bomb and its poor quality of components has a high chance of frying your system.

I'd get windows 10 and a new GPU.

or maybe an extra 250GB SSD for the OS and maybe a few games, like BF1

I would do as the others and upgrade the PSU. As MOK said earlier that is thing is a bomb and i would pot go any further with that PSU. The others reccomended a Nvidia Gpu, But i would suggest you go with AMD, like the 460 or the 470, Since if you later on would like, you could add a another card for crossfire, something you cannot do on the Nvidia budget side off things. For your ssd plans i would go higher than 128gb since more capacity gives your more speed.

Does anyone in here know if I can use a Xeon on a LGA 1150 Mobo?

I don't mind switching to Lunix  as well as I want to try new OS's and will go into a programming field so it will be very informative for me. And isn't 250GB too much as i feel i can fit my OS on my 128GB SSD

The thing is i don't want to buy more than required. I game on time to time basis on games such as League and Overwatch and since this PC is only going to be used for 2-3 more years only I don't want to invest that much cash as after 3 years I'm going to  build a way better one from scratch with a bigger budget.

So GPU's such as the higher tier ones like the 1080's is over kill for my usage.

So i guess I'll start with a better power supply and then move on with a SSD of 128GB as my budget is on a very low range and what are your thoughts on GPU's of NVIDA GT 680 and what is the minimum PSU that i require?

This guy is right. Even though he commented first I did not see it, and I missed the PSU in the parts list. Your power supply is scary bad.
