Is a static pressure fan good if either side is cramped not just the side the air is pushed?

 

The example used was if the fan had air blowing into the case but there was also HHD in front of the fan then that would be good for static pressure. What about if the area in front of the fan is open but the area behind (where the air is being sucked in) was restricted? For example the fan is placed in the front of the case where the airflow is restricted from the front casing. For a better visual my case is the Node 804. Would a static pressure fan be used in this situation? (Basically a more simplify question, do I use static pressure fan if either side or even both sides are restricted?)

 

Second question is for Static Pressure Radiators. The Noctua A15 is considered a better radiator fan than the A14 however the A15 runs at 1200 RPM. Would the Noctua A14 Industrial ones at 2000 or even 3000 RPM be better since they can run higher RPM when the extra fan speed is necessary to dissipate more heat?

Static pressure fan would help but it's not a silver bullet.  Luke did a video where he crammed a whole bunch of stuff inside a Cooler Master Mastercase Pro and the temps were negligible.  As for your radiators it all depends on the fin density.  If it's not too high then even an air flow fan would do.  JayzTwoCents has already demonstrated this in his videos.  Focus on positive to neutral air pressure.

Testing that I've seen with the noctua industrials on rads don't look great, and you get a ton of noise so can't recommend that. But as said just making air enter and leave the case, preferably in an organized manner is the biggest concern with air flow, unless you have air intaking directly in front of/over parts in need of cooling you aren't going to have much of an effect, however static fans work better in places that they're restricted in front or behind because they can pull/push air through instead of stalling (or whatever, terminology isn't working in my head atm...) and when they do that the fan ends up making a bunch of noise, like if you put a box fan against a wall...
