That's what I planned at first, but I also plan to upgrade to an overclockable i5 3 months from now. So, is gaming on i3 + 470 a severe bottleneck like 50%: 98%?

No, the i3-4170 wouldn't bottleneck the RX 470 in most cases. However, in CPU-intensive games such as Cities: Skylines, Ashes or the Singularity and games with lots of AIs, you'll see a slight impact in performance compared to that of a more powerful CPU. Another concern is multiplayer games especially when the game servers are packed.

The bottleneck will be noticeable in games that require lots of CPU load (can't tell you exactly how much) but you always expect that with a CPU that is considered low-end and a GPU that is considered mid-range, when you upgrade to the i5 you won't notice any bottlenecks.

My i3 rarely bottlenecks my 290. Only in CPU bound games such as Citites or some cases in GTA

if you encounter a game where you have a cpu bottleneck (which, the more cpu heavy ones may have issues) just turn up the eyecandy.

 

the thing is, if you get a GPU that's weak enough to never get a cpu bottleneck, you'll always have bad performance, a GPU that's bottlenecked by your CPU wont perform worse than a GPU that isnt, a CPU bottleneck in this tier of system is just a reason to turn up the eyecandy without shame :D
